He can pre-order it, as it hasn't released yet. But also the paperwork may not have gone through on Steam's side. We still don't know the legitimacy of the Saudi Arabia ban but the concerns about the content of the game are still credible.
Lastly on the speculation angle, we got the following message from a twitch mod who works at Warhorse, I believe this is referring to the aforementioned post by Vavra with the picture of him pointing, but I can't be certain. More flowery lawyer language used, doesn't really answer anyones concerns, but you can see that the need to run damage control is going strong.
Now to the crux of the thread, is a revisit into the 'what we know' but going a bit deeper.
For those of you not in the know, Warhorse Studios was bought out and acquired by Embracer Group a little while ago, after KCD1's release of course. This was in 2019. See the picture for a timeline
<Why does that matter?
Most people know Embracer Group for being infamously involved in various predatory employment and production practices, like DEI, ESG, and other Blackrock-funded ventures which plan to include nonwhites and homosexuals while shoving whites, particularly white men, out of employment opportunities as well as just simple appearances in video games and other media. See the Embracer Group code of conduct below, which includes the follow snapshot (pictured)

>We recruit and promote the best by considering competence and individual suitability. However, if there are two equally skilled candidates, diversity will be considered in the recruitment decision in accordance with applicable local laws. We believe that we become stronger and more competitive as a company by employing people with different backgrounds and experiences and from different cultures.
Here are some more snapshots directly from the horse's mouth (i.e. the Embracer Group website)
With this said, it's very clear Embracer has put the stranglehold on Warhorse studios most likely and Vavra - either willingly or unwillingly - decided to bend the knee and give up on his morals for the sake of making money with his new bosses. Let's see how profitable that is for him in the long run.
That is all I have to show for now but the story is developing and we'll know for sure how deep the degeneracy goes once the game releases in approximately 2 weeks (February 4th)
You might want to engage in the Steam Discussions for the game as there is much merry and shitposting going on now.
